FIELD: mechanical engineering. SUBSTANCE: transformer has housing, input and output shafts, free running mechanism, impulsator, mechanism for control of amplitudes of pulses of rotation movement, and mechanism for cyclic measuring of radii of rotation of weights for connection of the central wheel with the carrier of the impulsator. The impulsator comprises a differential mechanism whose carrier is two double-arm levers whose axles carry layers of the weights and two satellites. The free running mechanisms connect the impulsator with the input and output shafts. The gear ratio of the gears between the carrier of impulsator and its central wheel is equal to unity when the carrier of the mechanism of cyclic changing of radii of rotation of the weights is fixed.
