FIELD: hydraulic power-plant engineering. SUBSTANCE: hydraulic motor has two coaxial rotors rotating in opposite directions, one being placed inside the other, inner rotor inertia torque control mechanism which has driving shaft connected through clutch with input shaft and made in form of closed differential transmission with gear wheels, and pinions and two carriers. Mechanism has drum with weights. Radius of rotation of weights changes smoothly. Ball-and-screw mechanism is also provided. Screw of ball-and-screw mechanism is connected with axial type centrifugal governor whose crossmember is rigidly coupled with hydraulic motor outer rotor carrying output shaft.
