FIELD: electric power industry. SUBSTANCE: the device has a container with a cover and sealing gasket, electrodes of opposite polarity divided by a separator, and alkaline electrolyte. An auxiliary electrode, having a porosity of 62 to 85% is placed on the container bottom in an electrical contact with it, the pores of the auxiliary electrode intersect and have the following dimensions: large pores - 20 to 500 um with a hydrophobic surface, and small pores - 1 to 20 um, the relation between the volumes of large and small pores being within 1.0 to 10.0. A hydrophobic layer is positioned between the auxiliary electrode and main electrodes, it may be made of polyvinyltrimethylsilane, 0.1 to 0.5 um thick, and may be applied onto the surface of the auxiliary electrode.
