FIELD: electric engineering. SUBSTANCE: method involves manufacturing of housing and cover, generation of electrodes by means of plasma deposition of metal layer on fabric, which is made from activated carbon fiber, and subsequent cutting. Then electrodes are weld to housing and cover and non-active separator is generated and device is assembled. Fabric from activated carbon fiber before plasma deposition of electrodes is burnt in vacuum under temperature of 700-1500 C for 1300-4200 sec. Housing with cover and weld electrodes is vacuum-burnt under temperature of 25-600 C for 1800-4200 sec. EFFECT: decreased leakage current, increased breakthrough voltage.
