SUBSTANCE: method involves staged development of lands coated with stable snow cover: at the initial stage available plantation is flattened and snow cover is compacted; planting seedlings and cuttings of bush plants; periodically cutting plants for 1-2 years, with cut plants being ground and thrown over adjacent areas; sowing perennial grass plant seeds; at subsequent stages compacting snow cover on strips cleared from bushes and planting large-sized seedlings of main and associated woody plants; performing subsequent operations upon formation of continuous litter layer and maintaining this layer at subsequent operations.
