FIELD: apparatus, that is capable simultaneously in significant degree to moderate destroying forces of shock wave and horizontal waves, is used in erection of earthquake-proof buildings and construction; apparatus is used in atomic power industry in seismically dangerous zones. SUBSTANCE: needle-type valve with through hole made in the form of nozzle and piston are located in cylinder with upper and flanges. Filled with unfrozen liquid corrugated compensator with ball head is located on upper flange. Supporting flange with ball-shaped head with deepening for ball head is mounted on compensator ball head. Upper flange is connected with supporting flange by steel spring-loaded links and is hinged to compensator ball head. Apparatus has mean to fill cylinder with compressed gas.
