FIELD: insulating materials. SUBSTANCE: invention consists in manufacturing difficultly burning pollution-free heat insulating material based on waste from wood material processing and noninjurious accessible fire retardant. Into wood-fiber pulp and waste containing sludge as main component, hydrophobizing agent is introduced to produce suspension that is employed to felt carpet. The latter is dehydrated to a certain extent and its face surface is covered with fire retardant solution in quantity 5.9-7.1% based on absolutely dry carpet weight. Further, carpet is mechanically dehydrated and dried. EFFECT: reduced cost and improved environmental condition. 1 tbl
