FIELD: production of conducting paint and varnish materials on the base of synthetic polymer film-forming binders; production of conducting film coating having stable electric characteristics through the whole surface of film coating. SUBSTANCE: proposed paint and varnish material contains 6-9 mass % of polymer binder, 0.6-11 mass % of carbon-containing filler and organic solvent the rest. Mixture of carbon black with graphite at their mass ratio 0.05-0.1 is used as mentioned above carbon-containing filler. Polytetrafluoroethylene or polytrifluoroethylene is used as said polymer binder. Optimal operation range of desired material is 130-250 C. EFFECT: improved quality of desired product. 1 tbl
