FIELD: mechanical engineering. SUBSTANCE: device is made up as a non-self-breaking screw mechanism mounted inside housing 24 and provided with driving link 2 and driven wheel 1 connected with it through rotation bodies 3. Driving link 2 is connected with the center of applying of axial force for permitting free axial movement, free rotation and locking, and interaction between its two surfaces. One of the surfaces is a stop. The other one is slipping with surfaces of unit 5 identical to them. Unit 5 is coupled with the mechanism for creating an axial force. The unit is made up as a screw transmission 9 and 11 that provides a torque that changes the angle of rotation of driven link 1 and provided with mechanism 17 for varying the axial force. Driven link 9 of screw transmission 9 and 11 is mounted coaxially to driven link 1 and rigidly connected with unit 5 and mechanism 17 for permitting interaction with driving and driven links 2 and 1.
