FIELD: radio electronic equipment, chips for memory units of personal computers, video recorders and other instruments. SUBSTANCE: device has sealed housing in which at least two polarized electrodes are located and spaced separator with ion conductance. Said electrode are impregnated with electrolyte. Said electrodes are made from porous carbon which content is greater than 99 % in weight, strength limit is not less than 90 kg per cubic centimeter. Volume of porous of carbon frame is in range of 55-80 % of electrode volume. Volume of pores which size is less than 10 nm is in range of 35-50 % of electrode volume. Leakage currents are decreased by factor of 5-10 with respect to previous design variants of capacitors due to keeping dopes in electrode material. Increased mechanical strength of electrodes results in possibility to use them in instruments which operate under vibration, shock and stress-load conditions.
