FIELD: electric power production, automotive engineering as redundant power supply. SUBSTANCE: device is designed as electrolytic capacitor using double electric layer. It comprises highly porous carbon electrodes, which are made from natural graphite powder, which is activated by means of plasma- chemical treatment, have bulk density of 0.002-0.02 g/cm3, and are designed as plates, which surface layer contains mix of fullerenes C60/C70, porous separator, which is made from polymer fiber. Preliminary, complete structure is impregnated with mixed sulfate- halogenide electrolyte and is located in sealed jacket of some construction. Jacket cap carries current terminals, which are connected to electrodes by means of collector. Polarized electrodes, which are made from natural graphite powder, which is activated by means of plasma-chemical treatment and contains mix of fullerenes C60/C70 in its surface layer, provide possibility to reach specific capacitance of more than 1.0 F/cm3 and very low current losses amounting to not more than 1-2 mcA. Also, device has improved local action discharge characteristics (local action discharge is about 106 and more). EFFECT: ecological safety, decreased power consumption, increased reliability, high specific capacitance, improved local action discharge.
