FIELD: electrical engineering. SUBSTANCE: invention is related to manufacture of electrochemical capacitors with double electric layers showing high specific energy and power characteristics which are capable of storage and output of electric energy at high rate. Task solved by proposed electrochemical capacitor with double electric layer consists in: increased density of energy, in rise of specific power characteristics, in achievement of vacuum tightness and attendance-free operation and in reduced cost of electrochemical capacitors. Technical result of invention is achieved by design of electrochemical capacitor with double electric layer that includes shell housing positive non-polarized and negative polarized electrodes, porous separator isolating them and electrolyte. Active mass of positive non-polarized electrode includes lead dioxide and active mass of negative polarized electrode is organic current-conductive polymer or composite produced on basis of hydrocarbon and organic polymer material. Separator has pores providing for additional passage of molecules of oxygen. EFFECT: raised functional characteristics of electrochemical capacitor and its reduced manufacturing cost. 5 cl, 4 dwg
