FIELD: agriculture. SUBSTANCE: apparatus has charging vessel 1 positioned above feeding conveyor 2 provided with tension mechanism 3. Hopper 4 is positioned below drive shaft of conveyor 2. Load belt of conveyor is positioned in cavity of stator of three-phase electric engine 5, which is used to create electromagnetic rotating field. Dielectric U-shaped plate 6 is positioned on outer surface of electric engine housing surface and is adapted to carry positive flexible rubberized electrode 7 and negative flexible rubberized electrode 8. Feeding conveyor 2 is connected through V-belt drive with output shaft of electric drive 9. Planting material is simultaneously exposed to DC field and rotating electromagnetic field to promote tuber germination, growing and development of plants.
