FIELD: heat power engineering. SUBSTANCE: heater has housing, casing, means for heating fluid, system for supplying cold water and discharging hot water, system for supplying and discharging air, closed tank for additional heating fluid, and members for additional heating fluid. The closed tank of additional heating is provided with a baffle that separates the tank into two interconnected tanks. Each of the two tanks has means for additional heating of fluid. The tank has branch pipes for supplying cold water and discharging hot water. Combined water and air heater is also provided with a tank- accumulator connected with the housing through pipe for supplying cold water and pipe for discharging hot water from the housing provided with means that allows them to be shut down between the sites where they are connected with the inlet pipes of the mixer and tank-accumulator. The bottom of the tank of additional heating fluid has an opening for connecting a detachable pipe the bottom opening of which is above the means for preliminary heating fluid arranged at the bottom of the housing. Between the outer side of the tank-accumulator and inner side of an insulation that covers it are passageways for flowing air to be heated that are provided with means for control of the air flow rate.
