FIELD: communication engineering. SUBSTANCE: with floating processing of each short message block of set whose bandwidth is shorter than critical bandwidth, data on permissible noise levels of each critical band and word length of short block are transmitted instead of floating coefficients of each respective critical bands which reduces number of transmitted bits and makes it possible to greatly compress bits. Then, in case of floating processing of each short block whose bandwidth is shorter than critical bandwidth information about long words is transmitted corresponding to number of selected bits, and information stored in sampling table and related to permissible noise levels, each having desired range shifted towards lower levels by permissible level from signal level range in critical band is transmitted instead of floating information coefficients thereby enabling heavy compression of bits. EFFECT: reduced redundancy due to analyzing relation between frequency responses of critical bands and bandwidth corresponding to code signal length which reduces transmission time and increases carrying capacity of communication channel. 7 cl, 8 dwg 4 tbl
