FIELD: means applicable in arresting of delinquent by members of law-enforcement bodies to stop illegitimate actions or prevent possibility of their committing. SUBSTANCE: the offered device has body made of two units located from right and left sides from the member interconnecting them and having locking mechanisms inside the body. Each unit consists of a pair of base plates having semirings-catches of bent shape on edges distant from body and forming channel to receive movable catching member hinged with its free end at the beginning of bend to respective pair of base plates. Catching member carries, on its other end, section with teeth made for regulation of catch value and entrance into channels between respective pair of base plates and in body for engagement with locking mechanism. Each movable catching member is of L-shaped profile in open state, and its section from point of hinge joint with base plates up to beginning of sections with teeth is straight. Sizes of each movable catching member corresponds to sizes of delinquent's fingers, mainly thumbs. EFFECT: higher efficiency. 3 cl, 1 dwg
