FIELD: preparation and supply of water-base emulsions, in particular, lubricant-coolant in metal cutting. SUBSTANCE: device has stator, rotor with grooves different in direction and with radius profile, unit of cooling packings, medium inlet and outlet. Working hollow of device is separated by circular chamber for water intake to pressure zone for dispersion and supply of emulsion and vacuum zone for suction of self-emulsifying oil and solution of additives through circular vacuum chamber which has throttling valves at its inlet. Made in stator from pressure zone to circular chamber for water intake is internal channel for supply of emulsion for cooling and lubrication of packings. EFFECT: higher efficiency. 1 dwg
