SUBSTANCE: device has power supply and electrodes connected to it; one of electrodes is isolated and made in the form of closed surface of axial symmetry; other electrode is not isolated and made in the form of at least one pair of corona-discharge electrodes parallel to symmetry axis of isolated electrode.
