In addition device has input circuit of first direct current source, thyristor and second saturation choke and diode transistor. Device output circuit is designed as serial circuit of second and third capacitor and third saturation choke. Load circuit is connected in parallel to output circuit, In addition device has control unit, third and fourth diodes and serial circuit of fourth capacitor, second thyristor, first induction element, fifth capacitor. Second and third induction elements, current detector, third thyristor, second direct current power supply, sixth capacitor and fourth induction element are introduced to accomplish the goal of invention.
