SUBSTANCE: device has coaxial central phase electrode, protection metal cylinder and zero peripheral cylindrical electrode which are mounted in housing on dielectric wall. Housing has input and output pipes for connection to room heating pipes, excess tank and switch. Protection screen is connected to power supply and central phase electrode through commutator.
