FIELD: coal conversion. SUBSTANCE: method includes consecutive stages of drying coal by way of gradually heating essentially all amount of coal to a temperature sufficient to evaporate and remove volatile components of low-boiling coal fraction to produce semicoke and mobilize at least a part of volatile components of high-boiling coke fraction and to at least partially destroy micropores in semicoke. Semicoke is then cooled to a temperature sufficient to immobilize volatile components in at least partially destroyed micropores of semicoke in order to pyrolytically passivate semicoke. Semicoke is then transferred into reaction vessel, through which process gas with 3-21 vol. % of oxygen is passed oxidizing and passivating coal because of chemisorption of oxygen. Passivated semicoke is subjected to essentially simultaneous rehydration and cooling to yield stable semicoke with 5-10 wt % moisture content, which is transferred into reaction vessel, through which process gas with 3-21 vol.% oxygen is passed to ultimately passivate rehydrated semicoke.
