SUBSTANCE: central part of electrode has strip, pressed, laminated or frame metal-ceramics electrode, which is covered with frame-less electrode which is made from metal ceramics. Depth of surface layer is 0.02-0.30 of central part. Nominal capacity of surface layer is 0.01-0.25 of nominal capacity of central part, surface layer is made from activated porous nickel foil which is of 20-300 mcm depth, 30-60% porosity and 1.0-20 mcm pore size.
