FIELD: production of inorganic compounds. SUBSTANCE: ammonia is oxidized by hydrogen peroxide directly into hydroxylamine. Oxidation is carried out on catalyst based on crystalline or amorphous titanium silicates. Reaction may be conducted in presence of organic solvent or water, or their mixture. Organic solvent is selected from the group containing C1-C6-alifatic and C1-C6-cycloalifatic alcohols, and C5-C8- alifatic and C5-C8-aromatic hydrocarbons. Process is conducted at 25-150 C (preferably 40-120 C) in isothermic suspension continuous or semicontinuous-type reactor with porous filter element. EFFECT: simplified synthesis. 13 cl, 2 tbl
