SUBSTANCE: steam power plant has combustion plant with fluidized bed, which includes combustion chamber with fluidized bed and at least one hot separator, steam superheater, and heater. The first stage of the heater and second or end stage of the heater are arranged in series in a common gas duct. Cooled steam supplied from the turbine is separated into the first and second portions. The first portion is directed together with the second portion of the cold steam. The first portion together with the second portion are directed through the second stage of the heater. In addition the flow rate of the first portion is measured in response to a signal on steam pressure drop between the inlet and outlet of the first stage of the intermediate steam superheater. The rates of the steam flows are measured simultaneously with the use of the control valves in the by-passing line and at the inlet of the first stage of the intermediate steam superheater.
