FIELD: building practice. SUBSTANCE: proposed mortar comprises spent catalyst resulting from production of synthetic rubber, phosphate binder and orthophosphoric acid. Said phosphate binder comprises mixture consisting of parts by volume: titanium scale 0.9-1.0, orthophosphoric acid 1.0-2.0. Said components are taken in following volume ratio: mixture 0.4-0.6, orthophosphoric acid 0.9-1.0, spent catalyst from synthetic rubber production 0.9-1.0.
