FIELD: construction engineering. SUBSTANCE: this is intended for using in walling or sheeting of buildings and structures. In heat-insulating construction component having outer layers, at least one layer is screening and one inner layer is latticed. Cells of lattice of this inner layer are of hollow prisms in shape with relation of length of base side to height of prism equal to 1.0-1.5. Thickness of outer layer exceeds thickness of screening layer at least twice. Latticed inner layer is made of material in which ratio of heat conductivity in Wt/m K to density in kg/m3 is equal to 0.002-0.003. Heat-insulating construction component can be provided with at least one additional inner layer, and screening layer can be made of aluminium foil 0.01-0.08 mm thick and located at least at one side of inner layer or between inner layers with glue cementation over perimeter of lattice cells. Lattice cells of inner layer can be made of zigzag belts located symmetrically relative to plane of their mutual contact with formation of at least 90% of hollow prism volumes isolated from each other and interconnected over adjacent surfaces of zigzag belts. In addition, cells of one inner layer can be displaced in longitudinal and/or lateral direction relative to cells of another layer through value not exceeding length of prism base side. Screening layer can be fastened to inner layer preferably discretely, that is over edges of adjacent surfaces of zigzag belts. EFFECT: high efficiency. 4 cl, 3 dwg
