FIELD: mining industry. SUBSTANCE: device has cutter holder, cutter with working part and cylindrical carrier, annular passage for fluid flow, stopping member, working space, passage for inflow of liquid, sealing member, and locking device. Cutter holder is fixed on body of operating member and has longitudinal through passage. Cutter is installed in longitudinal passage of cutter holder for possible turning and limited axial displacement. Stopping member is located in annular groove on tail part of carrier and is rigidly connected with cutter holder. Locking device is made in the form of two oppositely directed truncated tapered spaces interconnected by cylindrical neck. Sealing member is freely seated in truncated tapered working space which is turned towards supporting surface of operating member body and is connected with passage for inflow of liquid. Working part of cutter is made in the form of tapered head with longitudinal passages connected with annular passage for liquid flow. EFFECT: high efficiency. 3 cl, 5 dwg
