FIELD: wind-power engineering. SUBSTANCE: converter has tandem-arranged gas-intake facility, vortex gas-medium flow generator, and exhaust system, as well as windwheel 5 with shaped blades 6 and electric generator placed inside exhaust system. Vortex gas-medium flow generator has hollow guide member 1 in the form of truncated hyperboloid of revolution and partitions 2 vertically twisted over spiral and arranged in guide member plane to form vortex-generating spiral channels 3 between surfaces of adjacent partitions 2 facing each other. Outlet sections of spiral channels 3 are oriented in opposing radial directions to form exhaust channel inside central part of guide member 1. Gas intake facility is made in the form of shell 7 whose longitudinal axis is oriented along that of guide member 1. EFFECT: provision for converting kinetic energy of unidirectional gas flow by organizing modulation of flow parameters (that is, forces creation of vortex formation effect), such as, for off-line power supply to moving transportation facilities, including motor cars, rail transport, flying vehicles. 4 cl, 3 dwg
