SUBSTANCE: system has one center (SN), transmitting terminal circuits (UE), receiving terminal circuits (UR), and service distribution devices (BS) connected to center through optical communication (UEL, URL, BL). Center has spectro-time optical switching device (SSTSN), control facility (CPU), and synchronizing signal generator (CKU). Switching device (SSTSN) is connected optically to transmitting terminal circuits, receiving terminal circuits, service distribution devices, transmitting configuration circuits, (CE), circuits of signalling transmission (SE), configuration reception (CR), and control facility signalling reception (SR). Synchronizing signal generator is connected to switching device through first communication circuit (H1) and to control facility (CPU), through second communication circuit (H2). Control facility (CPU) is connected to switching device (SSTSN) via one control communication circuit (CB). System uses simultaneously first set of optical transmission frequencies (Fa) and second set of optical control frequencies (Fв) for switching-over. EFFECT: improved communication. 24 cl, 25 wdgp
