Said values W, Tr, Tmax of current service type are given for each terminal. For network 1 control method in overflow case involves setting parameters W, Tr, Tmax for each connection, depending on service type for this connection, delaying sequence of elements which are transmitted in each connection in series by time which is less than Tmax, removing element and other identical elements which are sent by connection which is limited to corresponding loss of element by level below Tmax.
