SUBSTANCE: device has hydrophysical field converter and recorder, series-connected band-pass filter, modulus computing unit, averaging unit, analog-to-code converter and maximum determination unit, as well as series-connected clock-pulse generator, AND gate and counter and unit of calculation of function $$$, where $$$ is angle between direction of moving carrier motion and development line of extended turbulent anomaly, max is maximum value of number at output of analog-to-code converter, $$$ is value of number at counter output, $$$ and $$$ are constant values. In this case, first and second outputs of the above-indicated calculation unit are connected to outputs of maximum determination unit and counter, respectively, and its output is connected to regulating device. Band-pass filter input is connected to output of hydrophysical field converter.
