SUBSTANCE: device includes first converter converting speed to electric signal, second and third converters converting speed to electrical signal which are similar to first converter and are located in one straight line with first converter on either side from it; device is also provided with band-pass filter, squarer, averaging and threshold units connected in series; second input of threshold unit is connected with threshold signal source; device is also provided with function computing unit whose inputs are connected with outputs speed-to-signal converters (from first to third) and its output is connected with band-pass filter input and output of threshold unit is used as output of device.
