FIELD: measurement technology including measurement in oil-extraction industry. SUBSTANCE: spatial electric charge is set up in liquid flow within time internal not shorter than time of liquid displacement from master electrode to receiving one at minimal possible speed of flow; as soon as creation of spatial charge is ceased, integration of current in receiving electrodes circuit is started, time moment at which integration speed during end of charge flow near receiving electrode changes is determined, time space between start of integration till moment inversely proportional to speed of flow is measured; entire cycle is repeated many times, results obtained are averaged, and flow speed within measurement time is determined.
