SUBSTANCE: device has case, shaft 1 carrying cylindrical or conical rotor formed by rear end plate 4 with outlet nozzle 5 arranged coaxially to the latter, and blades 3 installed for turning about their fastening points to control angle of inclination to plane radial to axis of rotor revolution; slot-type duct 6 is formed between adjacent blades 3 that functions as rotor inlet duct. Total area of slot-type ducts 6 is adjustable and is much greater than sectional area of outlet nozzle 5. Flat straightening members are fixed relative to shaft and are placed radially inside and/or outside the rotor at certain angle to radial plane.
