SUBSTANCE: the device has a housing, holders in the form of hinges installed in it, damping members in the form of flat plates of fibrous material located on the movable parts of the hinges opposite each other, and load-bearing elements secured on the housing and pressing the damping members to the cut-off wheel. The load-bearing elements are made in the form of a cylindrical case containing a rod moving in the hole of guide bush located in the casing, and a curvilinear bar of intermetallic alloy with thermomechanical memory engaged with the hinge movable part, one end of the bar is rigidly built in the case, and the other is hinge-joined to the rod, and a thermal element located in the case concentrically to the bar.
