FIELD: environment control technology. SUBSTANCE: plant has pyrolysis reactor 8 which accommodates first heating device 20 for indirect heating of waste A and second heating device 22 for direct heating of waste A inside pyrolysis reactor 8. Pyrolysis reactor 8 transforms waste A into low-temperature carbonization gas s and solid residue of pyrolysis r. Both these materials s, r in case of necessity after passing through treating device 34 are delivered to high-temperature reactor 32 for burning. According to method, in operation of plant primary heating of waste in reactor 8 is carried out by first heating device. Usable for this purpose is special energy-carrying agent b or heat of exhaust flue gases R from high-temperature reactor 32. If necessary, performed is additional heating by means of second heating device 20. This implies introduction of air into internal space of pyrolysis reactor 8. Additional heating is adjusted depending on requirements. Application of aforesaid plant and operating method ensures maintaining of stable performance parameters irrespective of waste composition.
