FIELD: agriculture. SUBSTANCE: method involves cutting slit and mole and simultaneously laying drain pipe into mole; supplying irrigation water into drain pipe, with ratio of mole and drain pipe diameters being within the range of (7-10) : 1. Slit-mole cutting and laying of drain pipe are performed by means of working tool having tine with cutting edge on its front part, chisel on its lower part and drainer and drive shaft on rear cut of conical rib at location above chisel. Each tine within conical rib of drainer has drain pipe end grip kinematically connected with common grip drive mechanism. Drying and subsoil wetting apparatus has water supply and water discharge pipes with branch pipes and drain pipes laid in ground below plow layer within moles in parallel one with another with predetermined space between them. Ends of each drain pipe are connected with branch pipes via compensators.
