FIELD: manufacture and operation of abrasive tools on organic binder; may be used in manual material snagging and/or polishing operations. SUBSTANCE: abrasive mixture based on phenol binder is placed between two spacers from raw rubber into closed pressure mold. Then, pressure mold is heated to the temperature of fluid state of binder and at the same time subjected to vacuum treatment to attain rarefaction down to 1 mm Hg. Heat pressing is performed with pressure of up to 500 kgf/sq.cm with holding for at least two minutes on at least 10 cm of wheel height. Then, semifinished product is subjected to heat treatment at temperature up to 180 C with simultaneous evacuation to rarefaction of 1 mm Hg and holding to attain final solidification of mixture. EFFECT: higher efficiency. 1 dwg, 1 tbl
