FIELD: radio engineering, coherent-pulse radars or communication systems for detection of legitimate signal and measurement of signal-to-noise ratio. SUBSTANCE: signal-to-noise ratio meter makes it possible to detect legitimate signal against background of noise by collection and correlation processing of phase information and to isolate values of function of phase fluctuations caused by effects of noise. Analysis of dispersion of phase fluctuations and determination of signal-to-noise ratio is performed on basis of obtained dependencies. Measured value of signal-to-noise ratio may be used to evaluate authenticity and precision of radar information or quality of communication channels. Meter incorporates antenna 1, receiver 2, phase meter 3, storage 4, correlator 5, threshold unit 6, indicator 7 connected in series and counter 10, AND gate 9, generator 8 of support functions and subtracter 11 connected in series, dispersion computing unit 12, ratio computing unit 13.
