FIELD: electrical engineering. SUBSTANCE: manufacturing technique includes mixing of carbon filler components, introduction of thermosetting oligomer-polymer binder and modifying dope, thermal treatment and crushing of mixture, sifting and hot molding of powder obtained. Modified dope is introduced when mixing up carbon filler components; used as dope is mixture of ash and slag wastes of thermal power installations and sodium formate of metals of group Cu, Pb, Ni, Ce, bound by polyvinylpyrrolidone.
