FIELD: machine engineering, namely plasma-arc welding and cutting. SUBSTANCE: burner includes electrode and jet mounted with possibility of mutual motion by means of drive mechanisms to first and second positions at predetermined contact effort between them in first position. Construction of drive mechanisms allows not to interrupt gas flow for forming arc and(or) electric current for arc discharge at mutual motion of electrode and jet. Method for testing safety of burner before its operation is realized by successively moving electrode and jet between two their positions for detecting opened and closed circuit states and for allowing additional arc burning only when predetermined succession of above mentioned states is detected. Further motion of electrode and nozzle at simultaneously creating predetermined contact effort between them simplifies oxide removal out of contact zone of electrode and jet.
