SUBSTANCE: device has fixed frame with two movable platforms installed in series one on the other and provided with independent displacement drives. Bobbin to be wound with rotation drive is installed on upper platform. Lower platform. Lower platform is rotated around vertical axle of device and upper platform reciprocates relative to support secured on lower platform.
