FIELD: transportation of liquids and loose cargo. SUBSTANCE: transport facility includes submersible tanker connected with floats by means of ropes of controllable winches and tug connected with floats by means of ropes. Outer sides of submersible tanker are provided with weights on projecting pins which are used for creation of negative buoyancy for submersible tanker and controllable device for disconnection of these weights when it is necessary to obtain positive buoyancy. Controllable device is made in form of swivel shackle with center of gravity shifted upward or in form of pneumatic cylinder with explosive charge and electric detonator. EFFECT: improved survivability of transport facility; ecological safety in transportation of ecologically dangerous cargoes. 3 cl, 4 dwg
