FIELD: technology of paper processing; may be used in processing of waste paper, in particular, utilization of paper money and securities withdrawn from circulation. SUBSTANCE: method includes cutting of waste paper into strips, mixing in aqueous solution of oxidizer capable of electrochemical regeneration from the products of its reduction and active enough for oxidation and degassing of harmful organic matter, destruction of dye binding agents and opening of pigments containing harmful elements, and also conversion of soluble metal forms into solid particles. Paper base is separated from solution and fine dye particles by washing, and oxidizer is regenerated with withdrawal of sediments and dissolved metals from solution by electrochemical flotation with reagent-free change of pH and oxidation of reduced forms of oxidizer. EFFECT: neutralized harmful organic impurities in waste paper and their withdrawal without additional comminution of waste paper in closed cycle resulting in no industrial sewage. 1 dwg
