FIELD: heat- power engineering. SUBSTANCE: process is conducted in electrolyzer whose working surface is used as cathode and anode is located coaxially inside electrolyzer over its entire length. Water flow is passed in laminarity mode along axis of electrolyzer; when thickness of sediment layer achieves definite level, pulse of current exceeding the current of oxygen ionization is fed which is sufficient for violent separation of hydrogen on cathode and direction of motion of water flow is reversed. Oxygen ionization is catalyzed due to used of materials at high overstress of hydrogen separation; water flow is aerated before treatment with electric current. EFFECT: enhanced efficiency of removal of water hardness; avoidance of scale on surfaces of heat exchangers; bactericidal treatment of water due to separation of active chlorine on cathode. 3 cl, 1 dwg
