FIELD: chemistry, more particularly building materials industry. SUBSTANCE: binder comprises flyash resulting from combustion of brown coals and carbon- containing liquid glass manufactured from crystalline silicon, e.g. microsilica production and comprising not more than 6-7 wt % of carbon impurities, e.g. highly dispersive graphite and carborundum with silicate module n of 1 and density p of 1.45-1.49 g/cubic cm. Liquid glass fraction in binder is 37.5-44.4 wt % and that of flyash is 55.6-62.5 wt %. EFFECT: improved water- and frost resistance of the binder. 2 tbl
