FIELD: power production. SUBSTANCE: device is designed as inner circulation circuit for processing different types of liquid fuel and comprises pump, circulation tank, hydrodynamic rotor cavitation apparatus with system for controlling its electric motor, pipe lines, closing valves, manometers, as well as transmission member, which has both members of circulation circuit (pump, circulation tank and pipe lines), and collectors of pipe lines for supply of fuel, water, removal of liquid flammable waste, tanks for their storage, usage meters, filters, closing valves, pumps, stabilization tank, manometers, pipe line for supply of converted fuel to pumps of first stage of power production plant. EFFECT: increased efficiency, possibility to produce fuel with increased heat generation capacity with respect to source fuel, decreased fuel usage by at least 30%, recycling of oil-contaminated water, decreased amount of noxious waste in exhaust gas, improved operation of nozzle and torch devices, order-of-magnitude savings in power losses on heating fuel in storage tanks, recycling of arbitrary liquid flammable waste, possibility of easy embedding in arbitrary design of power production plant independently from amount of fuel usage. 1 dwg
