SUBSTANCE: the invention is pertaining to the technology of production of composition fuels based on a hydrocarbon liquid and water and intended for usage in heat-and-power engineering, fuel industry, transport and other branches of economy. The method is based on a hydroacoustic treatment of a mixture of hydrocarbon liquid and water and includes their feeding to an inlet of a rotary hydrodynamic device and withdrawal from it of the mixture of the liquids into a circulation container of a cylindrical form, from which one part of the liquid is returned for an additional treatment, and the other part is withdrawn as composition fuel. The feeding into the circulation container is exercised through the circulation collector of the toroidal form, in which a jet-type cavitation device is installed. The facility contains a circulation pump, a rotary hydrodynamic device, a circulation container of a conical form with tangential inlet and outlet branch-pipes, and also with a discharge branch-pipe, a loop of recycling, a feeding pump and pipelines for feeding hydrocarbon liquid and water. There is an additional circulation collector of the toroidal form with tangential inlet and outlet branch-pipes. The jet cavitation device is installed in the circulation collector. The invention allows to increase essentially productivity of the process at simultaneous achievement of the high quality of the composition fuel.
