FIELD: road-building industry. SUBSTANCE: device can be used for producing hot asphalt-concrete mixture. Device has enclosed cylindrical electric heating element with internal passage, external radiators and internal radiators. Heating element is additionally covered with hermetic housing of bell configuration. Housing is installed vertically on supporting legs. Connected to lower part of internal passage in heating element is suction pipe union of bitumen withdrawing pump. Installed in upper part of hermetic housing is steam discharging pipe-type valve which is protruding beyond bitumen containing vessel. Aforesaid embodiment of universal bitumen heating device allows for saving power needed for heating, also reduces loss of heat to ambient medium together with retention primary properties of binding material.
