In another version of invention, double-layer pellet core contains active substance and hydrophilic polymer in its first layer and hydrophilic polymer in its second layer. System has at least one opening in a part of film coating which is in contact with core or active substance-containing core layer. System may also have one ore several openings in its part being in contact with the second layer.
